DIED. Roy Lee Williams, 74, president of the corruption-plagued Teamsters Union from 1981 to 1983; of emphysema; in Leeton, Mo. He resigned after being convicted with four others of conspiracy to bribe former Nevada Senator Howard Cannon. Williams later testified as a Government witness in trials examining underworld influence on his union, and was paroled from federal prison last September after serving 34 months of a ten-year sentence.
